Without purpose, an action or a project cannot occur. What only occurs is an unintentional, unconscious movement or set of movements. This purposeless movement or set of movements do still lead to an end state (All movements have an end state but not all have a purpose). When a movement or set of movements are done with a purpose (i.e., Purpose is conscious), they are actions (Everything that a human chooses to do consciously is an action).

Human action is purposeful behavior…
Conscious or purposeful behavior is in sharp contrast to unconscious behavior, i.e., the reflexes and the involuntary responses of the body’s cells and nerves to stimuli.
